Miera Kumar’s bio and career
Kumar was born into a Dalit (previously untouchable; now officially Scheduled Caste) political family. She earned a B.A., M.A., and LL.B. in English literature from the University of Delhi. Jagjivan Ram, her father, was a longtime campaigner for social justice and was a significant figure in the Indian independence movement. From 1977 to 1979, he was the Union government’s minister of defence, and from 1979 to 1980, he was briefly the deputy prime minister. Her mother, Indrani Devi, was a social worker and a supporter of freedom.
Kumar joined the Indian Foreign Service in 1973 and stayed for over a decade. After postings to Madrid and London, she chose to enter politics in 1985, influenced by her father and India’s then-prime minister, Rajiv Gandhi. She won a by-election for a LokSabha seat from a constituency in Uttar Pradesh, defeating two other Dalit candidates, one of whom, KumariMayawati, would subsequently become India’s first female Dalit chief minister.

Kumar’s political career grew rapidly within the Indian National Congress due to his close ties to the politically prominent Gandhi family and his representation of the lower castes (Congress Party). She was the general secretary of the All India Congress Committee from 1991 until 1992. She was re-elected to the position in 1996 and served until 1999. She also served on the Congress Party’s Working Committee, the organization’s top decision-making body, twice (1991–2000 and 2002–04).
Kumar was re-elected to the LokSabha from a New Delhi constituency in 1996 and 1998, but lost in 1999 to a BharatiyaJanata Party contender (BJP). She left the Congress Party in 2000 due to disagreements with its leadership, but returned two years later. She ran for and won the LokSabha seat of Sasaram in Bihar state in 2004 and 2009, the same constituency that her father formerly represented.
She was named minister of social justice and empowerment in the United Progressive Alliance (UPA) administration led by the Congress in 2004 and served in that position until 2009. She was appointed minister for water resources after the UPA’s resounding victory in the 2009 elections, and in June of that year, she was voted unopposed as speaker of the LokSabha.
Kumar’s tenure as speaker of the LokSabha saw him start a number of initiatives, including one in 2011 to minimise the amount of paper used in the chamber. All LokSabha members were given tablet computers as part of the legislation. This is thought to have resulted in a 30% reduction in paper use in that chamber. Kumar also expressed her support for the country’s burgeoning anti-violence movement against women.
